P.O. Box 220
Blackfalds, Alberta T0M 0J0
Correspondence may be mailed to the noted address or delivered
to the Town Office.
The public can make arrangements to speak at a Council Meeting
by contacting the Town Office before commencement of the Council
Meeting for issues other than those being dealt with at Public
Hearings. Request must be made in writing, received by the
Town Office before noon the Wednesday prior to the Council
Meeting, and must outline the reasons for the request. Background
information should also be provided where applicable.
Delegations coming before Town Council are limited to fifteen
(15) minutes.
Letters to Council should include the date, your first and
last name, your mailing address, daytime phone number, fax
number and/or e-mail address (if applicable). Please outline
the details surrounding your item/request.
Attach pertinent documents that may assist Council in making
a decision. If your issue is land or building related, please
include the street address and legal description of the property
in question. Please attach maps, sketches or drawings where
applicable.
The Town Office will circulate your correspondence to the
appropriate departments to obtain background information and
comments.
Copies of agenda items and the approximate time that Council
will be discussing a specific item will be available to you
on the Friday before the Council Meeting. A copy may be picked
up from the Town Office.
If the Town Office has been duly notified that you wish to
address Council at the Council Meeting, the Mayor will invite
you to come forward at the appropriate time. Please begin
by stating your name and, if applicable, the name of the company
or group you are representing. If several members of a group/delegation
are present, one person should be appointed to act as a spokesperson
for the entire group/delegation.
The Mayor, or his delegate, is the Chairman of the meeting
and should be addressed as "Your Worship".
Council may wish to ask you questions. Please remain at the
delegation area until excused by the Chairman. When addressing
council, please keep your comments brief and confined to the
topic in question. If, while addressing Council, you wish
to ask a question of someone in the Council Chambers, such
as an individual member of Council or the Town Administration,
please direct your question the Chairman.
The Chairman will then direct the individual concerned to
respond to the question if he feels its appropriate to do
so.
Delegations before Council are limited to two fifteen-minute
delegations per meeting, excluding Public Hearings, with the
Chief Administrative Officer, in discussion with the Chief
Elected Official, having the ability to add a third delegation
at his discretion. There shall be no more than three (3) delegations
at any one meeting of Council. The delegations shall be determined
by the first two individuals, groups or organizations to properly
submit correspondence to the Town Office. Any further submissions
will be scheduled to the next Council meeting.
Prior to Council Meetings, Council will review your letter,
any enclosures, and the administrative comments regarding
your item.
A decision will normally be made at the Council Meeting.
However, there are occasions when additional information is
required before Council can make an informed decision. In
this event, the item will be tabled to a future Council Meeting
pending receipt of the additional information.
Following the Council Meeting, the Town Office will advise
you via letter of Council's decision with respect to your
item. At that time, the Town Office may also advise you of
any direction from Council or other pertinent information
that may be of interest to you.
Audiovisual equipment is available for use at Council Meetings.
Please contact the Town Office on the Friday before the Council
Meeting to reserve the equipment and arrange a time to set
up the equipment and to test it before the commencement of
the Council Meeting
