Setting Up Your Utility Account

Prior to your move-in date please come into the town office to set up your water, sewer, garbage and recycling account.  At this time we ask that you provide us with your P.O. Box Number, so that we may ensure that you receive your monthly utility bill along with a newsletter put out by the town.  This newletter provides valuable information as well as current and upcoming events within the town.  If you have not yet received a Post Office Box you can go to the Post Office located at: 5001 Broadway Avenue to sign up for one.  If you are purchasing a home here in the town, the Post Office may ask you to provide them with an Offer to Purchase Agreement to prove your upcoming residence with the town.  If you are going to be renting within the town, you can provide your lease agreement to the Post Office to receive a Post Office Box.  Upon completion of setting up your utilities you will receive a welcome package along with a blue bin, courtesy of the town.  A non-refundable application fee of $15.00 is required by either the home owner or renter to set up your account.  If you are unable to come into the office during operating hours you may choose to call into the office to set up your account.  The $15.00 non-refundable application fee will be added to your first bill.  We also ask that you please contact the town if moving so that we may disconnect your services.  Please provide us with a forwarding address at this time so that we may forward your final utility bill to you.
 
 The water, sewer, and waste bylaws have been reviewed and revised.  At the May 12,2009 regular Council Meeting, new bylaws covering the installation and collection of water, sewer and garbage received first reading.  The new bylaw consolidated, updated and rescinded the existing ones.  Town Council passed the above two mentioned bylaws at their June 23,2009 Council Meeting.  No changes have been made to the rates applied to the monthly bills.  The purpose of the changes include, but are not limited to, updating information so the byaw reflects changes in process to address to address growth within the community; to improve efficiency in delivering and collection of services; allow for significant changes made to the billing account setup, specifically, who is able to apply for the services; provides for cost recovery with the installation and repairs of infrastructure where appropriate and consolidates redundancy where possible.

The Town of Blackfalds supplies water, sewer and waste disposal to properties within its boundaries.  It has now been clarified in the new bylaws that only the property owners have the abilty to request the service as they are ultimatley responsible for the charges incurred.  the processes for setting up utility accounts has changed signicantly as the property owner must be the primary account holder, additional bills can be sent out to property managers and/or agents at the written request of the owner.  Deposits will no longer be required from property owners when setting up a utility account.

Utility bills are mailed out on the last working day of each month, and are due on the 15th day of the next month.
 
 
Methods of payment are: Cash, Check, Debit, Visa, Mastercard, Online (using your utility account number) or The Town of Blackfalds Pre-Authorized Payment Plan.
 
Setting up your On-Line Banking Utility Account

Some banks set up the account differently so you may have to try one of two things:

  1. When entering your account number, try it without the decimal and with the decimal to see what option your bank has set up
     
  2. You may have to enter either "Town of Blackfalds" or "Utilities" to set up your account.
Pre-Authorized Payment Plan (Utilities)
Fill out the Pre-Authorized Utility Payment Form and attach a void check or account information sheet provided by your financial institution.  This online form require the Adobe Reader Plugin to view (Download).

Your payments will automatically come out of your bank account on the 15th day of every month for the previous months billing period.  (example – The bill ending February 28, 2009 will come out of your account on March 15th, 2009).
